Here are some of the pamphlets produced by the Electoral Commission to educate voters in the 1996 and 1999 parliamentary elections on how New Zealand’s new mixed-member proportional voting system worked. Under the country’s previous first-past-the-post voting system, New Zealanders had been used to having one vote, for a single candidate. Now they needed to understand that they had two votes – one for a candidate in their electorate and one for a political party; and they had to learn about the implications of each vote.
