Roger Douglas reading the Budget, 1984

Roger Douglas became minister of finance in the fourth Labour government elected in July 1984 and presented Budgets in that year and the following four. Douglas was a passionate advocate of economic liberalisation, which he believed was necessary to make New Zealand, and in particular its business community, more productive. His first Budget focused on tax reform and assistance to industry. Sitting beside Douglas in this photograph is cabinet colleague Mike Moore.
