This cartoon, from May 2010, was a response to a police study, drawing on research by Environmental Science and Research, which found that in 2010 cannabis was four times stronger than in 1996. The clouds of smoke may also refer to the fact that New Zealand had one of the highest levels of cannabis use in the world.
