Closer Economic Relations (CER) − a free-trade agreement between New Zealand and Australia – came into effect in 1983. Cartoonist Peter Bromhead portrayed the two economies as a couple of homeless men sharing a park bench, with CER as the few sheets of newspaper to keep them warm. At the time both the Australian and New Zealand economies were performing poorly.
