Joy Daly stands outside the Moerewa (Northland) home she hoped to live in with her husband and two grandchildren. In 2012 she was on the waiting list for one of 11 dwellings built by Ngāti Hine Health Trust and Housing New Zealand. She had moved up to Northland for work and was living in a caravan, while her husband and her two grandchildren stayed in far-away Ōpotiki. To be eligible as tenants applicants had to sign up to the Whanau Ora (well families) programme, which meant agreeing to things such as no smoking or excessive drinking.
