Department heads: George Hogben, under-secretary for education

George Hogben taught at schools in England and Christchurch before becoming a school inspector in Canterbury. In 1899 he became inspector-general of schools and under-secretary for education. In 1915, just before his retirement, he became New Zealand's first director of education. He is shown here around 1900, when he was aged 47.
