Children in state care, 1977

The Department of Social Welfare was established in 1972. ‘Family homes’ were run by the department to house children who, for various reasons, could not be cared for by their parents. The homes were managed by couples who lived rent-free in return for looking after the children. These five boys were living in the Cannons Creek family home near Porirua in 1977.
