In July 2007 a new form of parliamentary coverage appeared with the establishment of Parliament TV (PTV). This began as a live stream to the parliamentary website, but went live to television in October 2008. The clip shown is from parliamentary question time in March 2011. The questions from opposition broadcasting spokesperson Trevor Mallard relate to a loan the government had provided to the broadcasting company MediaWorks to enable it to renew its broadcasting licences. Broadcasting Minister Steven Joyce had been a substantial shareholder in RadioWorks, the radio arm of MediaWorks. As Joyce had ended his connection with RadioWorks in 2001, the government denied there was any conflict of interest in granting the loan.
