As this passage from the 1990 public service code of conduct shows, public servants at that time who disclosed information to which they had access in the course of their work faced the possibility of losing their jobs. This was an effective deterrent to whistleblowing, and the few people who did attempt to disclose wrongdoing in the 1990s were victimised.
