These protesters are outside the Conference on Cluster Munitions, in Wellington, in February 2008. Cluster munitions, which contain large numbers of small explosives, have proved particularly dangerous to civilians. The conference, attended by over 100 countries, worked on the draft of a convention to outlaw cluster munitions. Protesters were concerned that some countries might try to water down the convention. The United Nations Convention on Cluster Munitions, banning their use, was drawn up in May 2008. New Zealand played an important role in the negotiations and enacted the convention in 2009.
