Firefighter collecting signatures for referendum petition

Firefighter Phil Hynd collects signatures for a petition asking for a referendum on reducing the number of full-time professional firefighters. He wears boxer shorts to emphasise the fact that firefighters were forbidden to collect signatures while wearing their uniforms. The firefighters gained enough signatures – more than 300,000 – for a referendum to be held on the issue in 1995.
