When sheep farming declined after the restructuring of the economy in the mid-1980s, trade minister Mike Moore came up with the idea of lamburgers as a way of marketing New Zealand's sheep meat. He claimed that if every American ate one lamburger a year, there would not be enough sheep to meet the demand. The problem was getting Americans to eat any lamburgers.
