Hōne Heke Ngāpua of Kaikohe was the great-nephew of Hōne Wiremu Heke Pōkai. In the 1880s he became involved with the Kotahitanga movement, which aimed for greater Māori control over land sales and a degree of self-government. In 1893 he was elected MP for Northern Māori and the following year introduced a Native Rights Bill calling for a separate Māori Parliament and implementation of the Treaty of Waitangi. It was not passed.
