Rakiihia Tau leads a haka in Parliament’s public gallery in 1997, when the long-standing Ngāi Tahu treaty claim was settled. In front of him sits chief negotiator Tipene O’Regan. Ngāi Tahu’s claim to the Waitangi Tribunal covered most of the South Island. In its 1991 report on the claim, the tribunal developed a framework of treaty principles which influenced many of its subsequent findings.
