Rob Muldoon, seen here flourishing papers for his fourth Budget in 1970, was appointed minister of finance in 1967 in the midst of an economic crisis and cabinet infighting. He relished the position, holding it for all but three of the following 17 years. He was pragmatic and hard-working, but resistant to new ideas, a trait that was to be problematic as New Zealand entered decades of economic upheaval.
