A Coalition for Equal Value Equal Pay’s fundraising tea towel became the basis for this 1990 cartoon of Prime Minister Jim Bolger and Finance Minister Ruth Richardson. It was prompted by the government setting up a working party to enquire into employment equity. When released, the working party’s report recommended that more research be done, and that voluntary introduction of equal employment opportunities be promoted. Its recommendations did not address pay equity. One of the first acts of the government led by Bolger and Richardson was the repeal of  the Employment Equity Act.
