During the 1990s, after decades of decline, Wellington’s inner-city population grew again. New residents were attracted by the vitality and bustle of city life. Most were young adults, retired people, or ‘empty nesters’ – couples whose children had left home. Developers responded by building new apartment blocks or converting offices into flats. These downtown apartments are behind Wesley Church in Taranaki Street.
