Haami and Dick Te Whaiti stand above a taiapure (reserve) at Palliser Bay near Wellington, in 1995. This coastal fishery was the result of efforts begun in 1989 by Wairarapa elder Mita Carter to ensure that Wairarapa people could have a say in their traditional fisheries.
