These coastal fishermen, photographed in 1960, are pleased with their haul of groper. However, by the late 1970s many inshore stocks were overexploited. Government incentives introduced in the 1960s and 1970s led to growth in the industry and diversification into less popular species such as kahawai, mackerel, pilchards, trevally, red cod, warehou and squid.
