From 1897 Minister of Native Affairs James Carroll (second from right) and Premier Richard Seddon (second from left) came under attack from Henare Kaihau (left), who as MHR for Western Maori and adviser to the third Maori King, Mahuta (right), opposed their policies on Maori land.
