Sir Thaddeus McCarthy

Judge Sir Thaddeus McCarthy, president of the Court of Appeal, adjusts his wig in this photo taken in 1976, when he retired after 19 years as a judge. In that time he chaired seven royal commissions, including one which reported on the public service in 1962. It recommended replacing the Public Service Commission with a State Services Commission, a change which was enacted in the State Services Act 1962.
