Fiscal envelope protest, 1995

In 1994 the government announced a plan to impose a financial cap on all future treaty settlements. This proposal, known as the 'fiscal envelope', sparked protests by Māori throughout the country. This shows one of these protests, including the symbolic burning of a New Zealand flag, at Waitara in Taranaki.
