Per head of population, Nelson has produced more of New Zealand’s political leaders than any other region (five out of 38 as at 2010). William Stafford became Nelson’s first superintendent in 1853 when he opened the Provincial Council. He went on to become premier in 1856. In different terms of office he served a total of nine years in the position.
