A protest about the Foreshore and Seabed Act took the form of a hīkoi (protest march) to Parliament in 2004. The sight of thousands of people flowing into Parliament grounds brings to mind the proverb 'He pukenga wai, he pukenga tāngata' (a flood of water, a flood of people).
