Three prime ministers (1st of 3)

One of two single-term Labour governments between 1949 and 1984 was led by Norman Kirk, shown in this television footage of Waitangi Day ceremonies on 6 February 1973. After Kirk died in office, the Labour government failed to hang on to power in the face of economic difficulties caused by the first ‘oil shock’ when oil prices soared, and a vigorous campaign led by National’s new leader, Robert Muldoon.
