Ōtara’s cheaper housing and job opportunities in nearby industries encouraged Pacific people to settle there. In 2006 people of Pacific descent made up 72% of the suburb’s population. The tendency for them to have large families was reflected in the high proportion of people under age 14. The suburb’s relative poverty was highlighted by the low internet and phone access rates.
